but it also depends. if the light is on all the time and the needle goes to full, then you have a wire that is grounded. (the light). pretty much anything else would be the sending unit. if the needle does not drop all the way down with the key off then the gauge has an issue. needle should drop all the way down with the connector removed from the sending unit. there is a contact at the bottom of the sending unit (SU) that closes to light the light. I think you can clean the wires that the float rides on, but don't hold me to it. search, I bet there is a thread on it
