Will a new oil ring seat in used cylinder?

Took my cylinders (3.8) off to add spacer due to head machining... One piston was a little wet on lower edge of piston (3.8 rsr's). pushed piston donw so that oil ring was exposed in windage cutout and I see oil between oil ring and #2 ring so I'm think'n oil ring might be failing (60hrs on race motor). If I install new oil ring, will it seat on cylinder?

Yes, but you should make sure your cylinders are in spec and you should de-glaze the cylinder walls.
