CIS Throttle Body Valve Adjustment

There is an adjustment screw with a lock nut the adjusts how far the throttle valve closes in the bore. What is the proper adjustment of the valve? Should it be all the closed or slightly open?? I have it where it is closed so that it is not stuck in the bore but appears to be completely closed. I did a search and have only found what the CIS fuel mixture plate is adjusted. Nothing about the throttle valve. Does someone know the correct procedure?
