Early 95 Cam Timing

Got some help under the "What have you done to your 911 today" thread, but hoping for more guidance. I have long delayed, first time (for me at least) top-end rebuild of 3.6l in progress. At the cam portion, camshafts lubed and inserted, thrust washer and seals replaced and installed (hopefully correctly), Locking tools 9551 and 9552 on rear end of cam shafts although did not get 9553 bolts and wondering if I should just use spacers to get the left hand lock to be bolted tight. All 3 bolts on each side aligned fine although I did note in Porsche manual about potential to use "special" bolt but manual did not mention 9553 oval bolt specifically (read about that in the Bentley manual that doe not have pictures of my early style cam).
With outer gear in place found one place where the pin fits between outer and inner gear, but the Porsche manual specifically says although some early 993's were built with pin it is no longer required...not sure why I would not but it back in. Manual describes how to set 9401 tools and then seems to say all i need to do torque the camshaft bolt in two steps with no checking of cam lobes or any use of dial indicator...is it that simple?

I just put the chain "keeper" on bolt in camshaft gear and start bolting rockers back in place?
