Does anyone know what this is ?

The top end rather looks like a spark plug lead, and the numbers are not out of place for that, but I am sure that that would be obvious to your experienced eye. Could it be some sort of sheathing units that replacement wires were fitted through?

With that sheathing did it go to an industrial engine or maybe aeronautic ? |

Is the bag an Agatha Christie red-herring?
If it is, so are the numbers, because they don't show up in the existing PET catalogs. Nice mystery Mitch. |

OK, a couple more questions then, for the others to help sleuth out; what is the largest number in the series printed on the bands around the component (I would assume "4" but we all know about assumptions...)? Does the parts tag appear to date to the 1980s, or earlier or later (well, wouldn't be later as unification was soon after 1989...)?

Type 616 industrial engine.
The odd "distributor" end actually connects to the magneto some of these engines had. |

Spot on fellas.
Someone on the earlyS even commented they have a magneto from a aeronautic engine with these wires. Now what to do with 20 of them. Maybe I will decorate the tree with them |
