rocker arm torque - again

when torquing up rocker arm shafts I was planning to go with the often recommended 18 ft-lbs (24Nm), but while applying torque I chickened out and stopped at 16 ft-lbs (22Nm). I then took apart 2000 miles later and found 3 of the cones (called expansion sleeve in the Bentleys) cracked and stuck in the rocker shafts. Bores, bolts and cones were oiled on assembly. Clearly 16 ft-lbs (and also 18 ft-lbs) oiled was too much, And yes my torque wrench was calibrated and checked

Stock is 11 ft-lbs (15Nm) wet or dry not specified

Any advice on what torque to apply later today ?

I got this off a company called Competition Engineering in Lake Havasu, AZ. I’m going to follow his procedure with my new rocker shafts. Everything dry and 20 ft lbs. I wonder if the difference is wet toque vs dry toque?

It was a little tricky to find the page again, so here is the link.
