Spring Loaded Bolt on CIS Mass Flow Meter

What is the procedure for tightening the six screws with the springs to retain the MAS? If I tighten screws all the way down the coil binds. I could not find anything on the subject.

The manual says "Tighten lightly, then loosen by 1 turn."
