Float Gauge Question

Just got my PMO float gauge from Pelican. The directions say to use it with the car running. How much difference will the fuel level be with the car not running? The reason I ask is that I can't start the car right now (valve covers off). I put the gauge on and ran the fuel pump to fill up the fuel bowl. Three bowls are at least 1/8" low and the fourth is a good 1/4" low. Someone please tell me this is why my car won't rev over 3500 RPM.

For starters, how about readjusting the floats so the fuel level is somewhere between the two lines? There are 2 float bowls on each Weber carb. Adjust gross changes inside the carb; fine tune with washers under the needle valve.

Do you have enough fuel ..... pressure and volume?
