3.0 or 3.2 ?

I am in the process of refreshing '78 Targa roller. When completed it will be for street use only.I have run into several opinions on which engine to build. A 3.0 with carbs and matched cams etc............Local mechanic recomends a stock 3.0 or 3.2 with a few minor tweeks.
The real problem becomes one of emission's tests. I will be limited to a CO's of 3.0% and HC's of 700ppm for this veichle when completed. Whick motor will result in the most HP while still passing eimissions?

They should both work and run cleanly. Not sure about the cams - if you run hot cams, you may find that your HCs are too high. You can typically dial in carbs to run lean (CO), but your hot cams may push you over the emissions edge...
