Fundamental euro vs. us question

What is the true difference between the Euro motor and the US motor? I know the compression are different but are the blocks, heads, crank, valves, wiring, cams the same. Is it just different pistons that seperate a Euro motor from a US motor?

The Euro SC's didn't have the O2 sensor or at least some of them didn't. Of course US SC's didn't have them the first couple of years either.
