Finished rebuild won't start

I finished the rebuild - then had to perform partial drop to correct leaks. Before the drop I heard the sound of the CD box -- now I don't. I checked the connection at the box and it is on . . thoughts?

A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse from the public treasury. From that moment on, the majority always votes for the candidates promising the most benefits from the public treasury with the result that a democracy always collapses over loose fiscal policy, always followed by a dictatorship. The average age of the world's greatest civilizations has been 200 years.

You are going to have to give the experts more info. I'm not one of them but I love to learn from what they have to say. Is it getting fire? Is it getting fuel? etc.
