For a top end or complete?

The starting point is the same. Unless you have major internal problems like a spun bearing or broken rod bolt the top end will usually wear before the crank/rod bearings. You also have to tear the top down to get to the case and bottom end.

If you are just planning you need to start by asking yourself what you want out of the engine. First, what car and engine is it? Will it be a street only, street/track or track only? Just a stock rebuild or increase in power? Are emissions a concern?

Once you know a base target this will help you decide on the best path to take. Also what is your budget? Do you plan to do the work yourself? Do you have the tools and/or mechanical ability?

Read the book, particularly Chapter One. It will tell you if you need to do a full rebuild or a "top end" overhaul...
