Polyurethane valance repair

Question for all you body guys...can a polyureathane valance be repaired? I think thats the right term..you know, those flexy, sexy ruf valances.

I am not sure about the application, but almost all plastic types can be heated and reshaped, is it torn?

I am thinking of a website with all the plastic repair info, but it escapes me right now.
