Shut off Valve on MFI Pump

I have a 2.4s engine and im trying to get it to run.

Does anyone know if the shut off valve on the MFI pump is supposed to be powered or unpowered when the engine runs?

Shut off valve on the MFI pump? Do you have a picture of what you are refering to?

IT is the shut off solenoid on the front of the unit as you are looking at it.

it's timed by a relay measuring RPM to pull the main rack closed on deceleration and let go at around 1300 rpm so the engine can idle. the micro-switch on the left set of stacks triggers it when the throttle closes. so no, it's not powered when the engine is running unless the throttle is closed above 1300 rpm.
