Gas Gauge...delamination?

87 turbo look, the combo gas/oil level gauge works great, except there was this white-ish appearance over the gas gauge portion. Looked almost like superglue.

Just pulled the gauge apart:

1. The glass..is glass? My speedometer lense was plastic.

2. The glass seems to have a clear sheet of what appears to be vinyl on the inside surface. It's perfectly clear on the oil level side, but there appears to be a glue residue on both the glass and the vinyl on the gas gauge side.

Can anyone fill me in on whether this is normal, or not normal for a stock gauge?

I don't understand why it would have glass and why the glass would have vinyl on it, as the gauge looks entirely electronic to me?

As far as I can tell, I could remove the vinyl and scrape the glass off to clean it up.
