OH thoughts with new legislation

Congress just passed a new environmental bill that will results in new high mileage engines and more ethanol in the fuel. Should this be considered when choosing a compression ratio of greater than 8.5 to 1 on older CIS engines without any knock protection? The car is a DD and DE. I am going to OH a 3.0 and kick up the cubes but plan to leave the Cr at 8.5 on my 79SC. Good thoughts or fuzzy thinking?
