Layshaft phenomenon

Checking spec on a layshaft and found a slight flat spot in the small end bearing surface. Thinking it was a problem I check another shaft and found the same phenomenon in the exact location, its only about 2/10th of a thou in depth. You can see from the pic the dull spot where it is. Is this used as a wear indicator or used to transfer oil to the bearing? just curious..
