2.7l Fuel pressure questions

Rebuilt 2.7 from '74 911. ported heads and added 3.0l CIS system. Upon startup, and subsequent warm-up, the engine seems to lean out. So, we installed a pressure gauge between the warm-up regulator and the CIS fuel distributer. fuel pressure starts off around 48-50 psi, then what happens next is haphazard at best, it will jump to line pressure or near 80psi and stay, or it will drop to 28lbs and dance around there. I've not kept it running too long in this state as I want to sort it out quickly so I can properly break it in.

Perhaps I brought this on myself, messing with the CIS, but I hope I can get some solid suggestions from this group.
