crank case thermostat operation

Could anyone describe the correct operation of the crankcase thermostat. As Wayne suggested in his book, I put it on a hot plate and the higher vent closes completely
and the lower vent opens I'd say about 4/5ths. Once it has cooled, the upper vent
looks like its just over half and the lower vent closes completely.
See pics.
If this isn't correct is it possible to dismantle and re-build?
Thanks

i think the main thing is it opening and closing. mine went bad, well, it was bad when i bought the car. the temp would go up but never go down. it may stay at 210, then i may sit in traffic and it go to 220, get on the hiway and it would stay at 220 and not go down. now i run about 175 to 190, if it hits 210 sitting, it will go back down to 180 or so.

This diagram shows that with the lower slot open the oil passes through the engine oil cooler and with the upper slot open the oil bypasses the cooler.
