964 turbo CIS screws...tighten???

Hi guys i have my engine out and i noticed the screws on the CIS unit (the ones with springs) are not tight. Some of them look as though they have backed out quite a bit. Is it safe to tighten these down??? Or do they have to be set a certain way???

Thanks for the pic,...that helps me answer your question better than a phone call,.....

Those perimeter screws should be snug, but not tightened down hard.

Around the perimeter some bolts have springs and some don't.. what is the reason behind for the use of the springs in certain areas? Or the use of springs at all?
