Is this glue on the back ot the cam chain boxes?
 
Looks like a sealant of some type to keep oil from coming through from the chain rail pins and the tensioner pivot.

Can I just remove it, clean it up, and cover the area with some fresh JB Weld or is there something better?

Looks like the epoxy that the factory uses to cover the back of non-threaded plugs. Helps hold it it place and seals against oil leaks. Scrap off the rest of it with a wire brush and use some JB Weld to replace it.

+1 what Rob said. I believe this is covered in Waynes book. Pick up a copy if you havent got one already.
