Crank Pulley Torque

Just picked up a new Clewitt crank pulley. Single style - no AC. Pulled out my copy of Wayne's book to check the torque spec and it looks like there are different specs if there is A/C or not. Non-AC listing also suggests a particular washer.

Any suggestions on what I should torque down to and whether or not I can simply use my stock bolt w/ or w/out a washer would be appreciated.
