Rocker shaft walking

I almost hate to ask this, but what about RTV?
I have a problem that I'm not sure about yet, maybe my housing is damaged or my rocker is just not tight enough. But I've had a rocker shaft move out and allow the rocker free. Twice! Yeah.....
This engine is new, the rockers didn't get resurfaced as I thought a low mileage engine(50000 miles) didn't need it and the tolerances "seemed" great(very tight).
Well, I'm going to get the rocker shaft seals from turbokraft, but they're back-ordered and I want to run again.
What opinions or pointers do any of you guys/gals have for me?

I menat to say rocker shaft locks not seals. Theyre backordered.

You need 18 lbs. of torque on the shafts. Getting a torque wrench in a installed engine is almost impossible without a special tools. When tightening these by hand they need to be very, very tight, if that makes any since, to me thats what 18 lbs. will feel like with allen wrenches. Hopefully the shaft hasn't spun and worn the tower, probably not.

Wow that is a relief actually. Because I built the engine and I have felt like a real chum because of some oil leaks and this rocker issue. Thanks for that link 4sd911.

I like to oil the end caps a bit since they have to wedge in the shaft to expand it.
