Need advise on loose oil return tubes

Can anybody out there advise me?
I'm assembling a 3.0 liter after a valve job; I'm using new o.e.m. solid tubes w/ new o-rings, & they're loose in the case & cam housing. Initially I thought that as I torqued everything down, the tubes would tighten in their holes. At the moment, the heads are hand tight on the studs, with the cam housing torqued to spec. to the heads.
The return tubes are still disturbingly loose. I'm now reluctant to assume that torquing the heads to the case will change much. I don't want to waste the head gaskets, and can pull the housing & heads back off as an assembly if I need to.
I've triple checked the part #s for application.
What do you guys think? Thanks for any & all help!

Sounds like you may have the wrong O-rings installed on the tubes. The correct rings require a lot of force to compress them.

Thanks for responding earossi; I'm using part # 999-707-112-40 o-rings; is that not right?

Thats the right number, they should be green and need to be greased liberally to fit into place with lots of resistance as you load the cam carrier and heads.
The o rings need to be greased and then inspected to make sure they are not twisted and crushed on install and seat all the way.
I cant inmagine loading them being easy or loose.

They should be a little loose front to back, not side to side. This is so they can move as the stack heats and expands.

Edit: be gentle with them, they're very easy to crush.

I think you have the wrong seals. See part #999-707-113-41-M260.

Thanks, for all your feedback. Here's what I learned in the interim.
I found that I had a spare billet expandable tube by Rauch&Spiegel, so I compared it to the o.e.m. tube. With the o-rings on the respective tubes, the o.e.m. measures 37m.m. O.D. w/ a 5m.m. C.S.; the R&S o-ring mounted measured 38 m.m. O.D. w/ a 6m.m. C.S.
I test fitted the R&S tube, and found it to be the way I would expect it to be. Also, I installed one of the o-rings from the R&S tube on to the o.e.m. tube, and it fit like a glove.
I can only deduce that the o-rings I purchased from Pelican are mis-packaged.
