looks like McGuyver brand. not an insult at all, but doesnt look like a mass produced part or like any ive seen. im not an expert though.

Engine Test Stand for Air-cooled Porsche and VW

Looks like they sell it here as a "test" stand. You can apparently mount a starter to the motor with it on.

Please be aware that this is a good engine holder provided you are not planning to split the case. It could be used for an engine test stand to hold the starter.
