Hi all, is this the proper location to perform a deck height measurement on my stock, unground case and cylinders? If so then I do NOT need to do the solder measurement...correct??

Deck height measurement.......
The deck height measurement for CIS piston/s is taken from the perimeter of the piston and the cylinder lip. Ignore the dome of the piston and visualize it as a flat top piston. At TDC, the perimeter area (small flat area) is below the lip of the cylinder wall and that's the deck height. Use a depth gauge precision tool to accurately get the difference at TDC.

Thank you. How much force needs to be on the cylinder? Pushing by hand or some fastener force with spacers under the barrel nuts?

You should snug down the cylinder nuts but they don't need to be tight. Just make sure the cylinder is fully seated. You should measure the deck height at the "3-9" position. You indicate you are using the "6-12" positions. The piston rocks in the bore about the wrist pin. There is no rocking in the 3-9 axis. You will find it difficult to get a good reading in the axis that rocks.
