verifying main bearing specs for SC crank

On p. 204 of Wayne's book for SC crank:

bore (bearing dia): 60.020-60.059 mm
journal dia: 59.971-59.990 mm
main bearing clearance: 0.010-0.072 mm

question: why isn't the bearing clearance the difference between the min-max bore and journal diameters i.e. 0.030-0.088 mm?
