Just above the gas pedal under the dash, there is a control box for the climate control flap. There is a rod connected to a lever on that control box. The clip that holds it onto the lever is broken. When that happens the flap stays on heat mode all the time. The clip can be had from here at Pelican or any other online source. It's a cheap fix.
