It really should have proper ignition power (both position 2 and start) before cranking

When the ECU is not running the eWUR injector is closed and control pressure from the eWUR will be at full system pressure and therefore place additional resistance on the air plate
Less chance of the air plate actually moving and fuel being delivered so less chance of starting and so on
Same with the Frequency Valve

The ECU initialises quickly once it does get power, so will recover and start controlling the fuel system after a couple of spark events, but you are definitely trying to crank in a full lean condition before everything starts running
