I guess I'm missing something as I consider the frequency valve a variable of the overall system balance. Adjust as needed.

IIRC doesn't the stock lambda system set the FV valve to 65-75% duty cycle during cold starts?

After saying that --- if the eWUR duty cycle is approaching 100% on cold starts with the FV at 49%, then yeah it would seem the eWUR injector needs a higher flow rate.

Another option would be to adjust the individual adjusters on the fuel head to increase fuel to each cylinder, then set the FV and eWUR to compensate.

It's all a balancing act!
