Just remove them and buy the plugs that go in place of them. I think they are M10x1 threads and Pelican sells those in a kit. They are not expensive.

They come with little copper sealing rings and install them tight with red loctite or they may eventually come out on their own. Then you could sell the air injection knozzles to someone that needs them for emission testing if they are intact.

Some people use cheap hardware store tapered pipe thread plugs that don't fit the threads in the heads correctly but when tightened in there hard enough with some thread lubricant or oil they usually stay in place.
