I don't know if your fuse block is the same as mine BUT,
the first 3 fuses are considered block 1, then fuse 1 starts over again, why I don't know. maybe it was an after thought and they did not want to renumber everything, who knows.
my FP is on the 6th fuse from the left or rear of the block.

power is fed to the top of the fuse then the bottom feeds the relays.
bad connections = voltage drop = heat.
clean everything up like I said earlier. it will help with hot fuses at the least.

check for power at the bottom of the fuse.
check for power with neg side on the battery then check it to chassis.
check both sides of the fuses
