How much oil is in this car?
Did you add any to top it off after replacing the turbo? You may also be way over full.
Porsches all do funny stuff on low voltage. Buy a new battery, it probably has a bad cell and will continue complicating your troubleshooting.
Drain oil tank and crankcase. Put in 5 quarts of new oil. (You can top off tank after it is idling and warm.)
You don't need to get to the crank pulley. Hold the slack on the belt and turn engine over using the alternator nut.
Pull the crank pulley through at least 3 complete revolutions. Mark the pulley and count the passing mark. You do not want to turn this engine by the starter if it can hydrostatic lock.
Remove the plugs, clean with brakekleen then reinstall them.
Now attempt to turn engine over with starter
If it starts and was over full it will smoke like hell.
If the seals are out in the turbo it's toast anyway. It will smoke like hell also.
You can check the sump pump for operation now. Running at idle a good turbo will not fail from a defective oil return system. it will leak at the seals and smoke like hell.
bTW, do this out in the open not in any attached garage.
