87 951 No heat - pls help

I have a 1987 951. I tried the heat on a cool morning and no heat.
I checked the vacuum tube to the heater control valve and it was holding vacuum.

I checked the vacuum tube connections at the fire wall and both seem fine.
I then unplugged the vacuum line from the actual valve. When I press the arm that controls movement of the valve internals, and cover the vacuum port with my finger, the arm stays in place and moves when I remove my finger.

Where should I look next?
Is there anything else to check?
Could the control valve be broken internally?
Could the knob/switch on the dashboard be the cause?
