fuel flow query

Is there any flow rate that can be measure out of the FD to calculate if you have enough fuel to support the HP?
Like, pumps on, airplate at WOT, collect injector flow for 30 secs, and calculate what you can support?
My fuel head was modded to 007 specs to accomodate engine changes. It was marginally short on stock head, at top end. Still short on top end. Not really sure if the head has more to give or not. Can get more out of 5 ports but not the 6th. So that is the limit of my fuel delivery. In theory I think I am supposed to have enough, but somewhere I am coming up short.
Pump flow verified at 1400ml/30 sec, sys pressure 100psi, FD/WUR flow 200ml/min (mid range of spec).
