So far, I have checked the vacuum tubes and they all appear ok.
I disconnected the tube to the heater valve and it had vacuum however the valve arm would not move when the temperature knob on the dashboard was set to max heat or anywhere in between.

I got a used heater/AC control panel and tested it last night. Still no heat.
I moved the arm on the heater valve and locked it in place with a screwdriver and there was barely warm air coming at the passenger side footwell only. cool air everywhere else.

I have a replacement (new) heater valve that I will most likely replace this weekend although I don't think that is the issue.
I wonder if the current heater valve could be internally broken and no matter what I do on the outside (moving the lever arm) there is no heat.

I have no idea of how to test the "solenoids" under the dashboard near the glovebox. I received a link from Dmitri at PP with information on their location. I requested part numbers but never heard back.

I will report back after I change the heater valve this weekend but it is not looking promising.
