Build date could be 1988 as the 2.7 was available very early in 1989 before the S2’s were in the showrooms. There is a tag next to the fuse box with the build date, maybe that is where those “other people” are getting their information from, however if it is a 2.7 it will show as a MY89 car on your VIN.

It will take a lot of work and money to boost that engine at any reasonable way to make it worth the effort. You could buy a turbo engine and harness and spend much less money with better results and you could quite easily tune that turbo engine to a reliable 300+hp without any machining or such. The other (non-engine) stock parts you would need to fit the turbo engine are relatively cheap and readily available, then once you have it all working, update your brakes, suspension and drivetrain to handle the extra power.
