That is a homemade boost controller. Normally that port is vented to atmosphere (allows the diaphragm to move under air pressure supplied to the side of the bell). Originally there was a metal tube screwed down there that went up through the engine tin and into the engine bay (to keep water from getting in there). One simple thing you can do is put a hose barb fitting in place of that nut/bolt combination and then run a hose up and into the engine compartment.

By the way, someone made that modification in order to run higher than stock boost - not a good idea if nothing was done to monitor and adjust fueling (onboard AFR gauge and adjustable WUR).
