Welcome to the forum, first post wow. There are lots of experts on here to help with most any problem you may have. I will chime in just because I had a similar problem a while back. I traced it to a short in the headlight bucket. After separating the wires I still had low voltage like you did. By running a new wire from the fuse box directly to the turn signal the light would work just fine. I repaired the problem by replacing the wire which must have had a break or corrosion inside causing the low voltage and/or short. Good luck!
