Oil filter housing O-ring

The O-ring clearly fits in a groove in the housing cap, which is several mm's from the base of the cap. Question is, do you keep tightening until the cap and housing are flush (so, the o-ring would seat down inside the housing), or does the O-ring just touch the top of the housing? Turing the cap, it's pretty tight and I'm afraid to over wrench on it, but it just doesn't look right.
