High pitched noise. . .

I have two questions about my '00 328ci for the forums. I've been trying to get my car into shape. It has really low mileage but it's been in a front end collision a while back. Right now we're reworking it. Anyways.

1. I'm hearing a high pitched noise from the front of the engine. It gets louder as I increase RPMs but not necessarily speed (so it gets louder even when I rev in neutral). It sounds like whatever is making the noise is spinning so I thought it might be a belt or fan. But I just replaced the condensor fan and fan clutch so I'm kind of stumped. Any thoughts?

2. I need to replace the lower ball joints on my car as well. I know it entails purchasing the control arm assembly all together as well. But do I need anything more than the L/R Control Arm Assembly and the Bushings? BMW gave me an estimate of around $1300+ for this repair but most Bavarian autoparts stores have the control arms (+balljoints) for around $130-150 and the bushings for about $50...so I'm kind of confused as to why BMW and another garage priced it so high (a non BMW place priced it at $1100) So how is BMW tacking on an extra $1000 to the repair?

1) probably a belt pulley there are several, 3 I think. Pull the belts and spin the pulleys. They should me quiet and only spin freely for a split second.

2) Control arms and control arm bushings would be about $300 + 50, in my estimation. Labor is not easy and you will probably need pickle fork.
