06 330i M/T- no crank, no start, steering wheel locked -HELP!

I disconnected the battery, negative cable, to change the vc gasket, also removed intake manifold to replace crankcase hoses. Upon reconnecting the battery after a week had passed .. immediately the headlights, brake lights came on, can't turn the headlights off with the switch in any position. AND the starter will not engage, the steering wheel is locked. There is no sound in the steering column, seems the ELV has failed, but there are no yellow or red steering lock indicator lights on the dash. When the key fob is inserted, it is recognized with the yellow key icon displayed. Pushing the start button does nothing other than kill the brake lights. I have since recharged the battery with a quality Bosch charger. The battery voltage did measure right at 12.0 before the recharge, but fully charged now makes no difference. I've checked every fuse I can find, and checked every connection that was opened for the repairs.
I really need help.
