OBD Port Issues

Good Afternoon All. I have a 2007 328i, and had been using a cheap scan tool to check the generic codes that had popped up from time to time. Now it has stopped working. I tried the scanner on 3 different cars, and it worked on all of them. I posed this question in another forum, and got some useful advice, but still haven't solved my problem. So far I have pulled all the fuses and tested with multimeter, and all are good. I tested the port itself, and I have power on pin 1 with the key on, but I don't have any power on pin 16 which is supposed to be constant power. Trying to avoid taking to shop. Any help would be appreciated. Thanks

Ok I solved this issue. First place to check is fuse #58. All my fuses were good that's why I was having such a hard time finding my issue, but it turned out to be a broken pin within the BCM module. Ordered replacement today. Hopefully this fixes my issues.
