92-525ia Electrical Problem on Fuse #9

Been having problems with a blown #9 fuse 15 amps. This has three circuits on it, the compressor control, the aux. heater, and the horn. To tried and isolate the problem, I had placed separate fuses of 7.5 amps in front of each circuit of the #9 fuse. Now the fuse on the compressor control has blown twice, since April of 2002. Once in August of this year and the second time was last Friday. The a/c compressor is original and seem to be running fine, it put out very cold air. What else would cause the fuse to blow? Could it be the a/c relay? or the clutch going bad that it binds up momentary on occassions putting a load on the fuse? Any advise is appreciated and Thanks in advance.

Update to my electrical problem.

As it turn out the blown fuse was not the compressor control, but the heater valve instead. Replaced heater valve and auxiliary coolant pump. Now no more blown fuse and lots of warm air.
