EWS Problems

Comments: Just got a 1999 528I had the car a week and all ran great and went to start today and it wouldn't turn over...it cranked but wouldn't start.
I checked the fuel pump and all good.. Ended up taking it back to the shop I purchased it from and it told me it was the EWS and it needed to be replaced.so a week later I go into the shop to see how the repair is going and they said they had the new EWS and just started working on it today... I get a call about 2 hours later and i am told that I need to order another EWS from the BMW Dealer because theirs would not program to the car and my old one was bad.
I am confused on how they would expect just a random EWS to work when they are VIN Specific.

So I order a new key and EWS and give it to the Shop
A few hours later he calls and says it started but every time they turned the car off they had to ReProgram the EWS again... Has anybody ever seen this happen or have any suggestions?
Any help would be greatly appreciated
