Abs pump works fine for front brake. Rear brake won’t run pump unless I turn the key on and that starts the brake failure light blinking fast. Then I turn the hazard light switch on then off. I then turn the ignition off and then back on and the rear brake works again.

Do you have access to a GS911? It would tell you exactly what the ABS computer thinks the problem is. The hazard lights fixing it is really odd. If possible try to read the codes to know exactly what computer is seeing and go from there. If there's a BMW group in the area they'll probably have someone that can read codes.
After you go through all that does it work until you turn the bike off, the rest of the day, how long does flashing the hazards fix things |

Make sure the rear light/brake light bulb is working.
It has 2 filaments. Take the cover off the back light off. With the key in the "ON" position, or the engine running, press or pull the brake lever to see if both filaments are lighting up.
