Removing Instrument Panel cluster from Fairing Bracket

How is this done? I'm installing a new bracket, and I have everything figured out except for the two flat bolts/screws which attach the panel to the bracket. I can't seem to figure out a way to remove them. I'll try to post a pic later.
Any help would be much appreciated!
