WTF is a micro tuner?

http://www.super-chip.com/superchips-microtuners.htm

it plugs in to your diagnostics port and gives you several programs to choose from that increase torque and HP up to 80 hp on my specific truck

The Motronic is an ancient system and has "burnt-once" chips, it cannot be rewritten or reprogrammed on the fly like real ECUs...diagnostic only. That's why you need to change chips. Otherwise it'd be easy to upload fuel/timing programs like the Power Commander III.
