How can I tell the month and year my S was built?

Look on the frame for a hint.

Cant find anything on the frame except VIN#

On the frame ID sticker on the right side you will see the date. Mine is shown as 0698 which indicates June 1998.

Mine was 0598 and the last four on the VIN were 50095. Or the 95th S for the U.S. market.
