Unhappy Brake issue???

I have 2004 R1100S with ABS. There is a significant difference in braking power when the engine is on and off. When I pull out the bike from my garage, the brake is almost scary weak. Once the engine is on, it works fine. Is this normal? or do I have an issue with brake?

Completely normal. Your bike has servo-assisted brakes that require the engine be running.

Yup. Normal. It's a feature, not a bug.

You should have a silver sticker on top of your gas tank with the lawyer induced warning about the servo assist.

Actually, I think the only requirement is that the ignition switch be in the on position. ...the brake servos are electric.

Of course if your battery dies and the engine is not running the brakes go away.

If you are concerned about brakes when you move it from the garage just turn the ignition on and see if the brakes work more easily. I would try it now but I'm at work.
